There's a tweet by Clint boon confirming that it's noel, it's the very first tweet on demscissors liked thread, and it's still there! I guess it's possible that Clint @ed it by accident thinking it was real when it was a copycat account, but idk I like to think it's really noel -Gallagh-cest

Ad demscissors: I used to be 100% convinced that it’s Noel himself, as the voice is exactly like the tour diaries were. However, after Noel admitted this summer that he didn’t write his farewell tour diary entry after the split in 2009 himself, I’m not so sure anymore.

If @demscissors is not Noel then it's definitely someone close to him who goes on tour, like a member of the crew or a friend a-la Scully or something. The IG account definitely reads like Noel, the posts are done the same style as the old tour blogs. The twitter one is suspicious, always thought it was him but it's less obvious imo
