You aren't wrong. Kiyotaka is like a fusion of Squidward and Spongebob. I can totally see him being both the cutest and most annoying little kid ever, just like the Spongey-boy.

And I can totally see it! The tests are simple, Taka's a master of studying after all. But actually being in the car? Much harder. As someone who also doesn't understand the whole 'driving' thing, I can tell ya that understanding how long the car is is not easy. Like, how do you know you're not about to hit something??? The mirrors have BLIND SPOTS.

I feel like Taka is less "utterly horrible and driving" and more "So clearly anxious that nobody'll pass him". He's not GOOD per say, but he isn't going to crash into anything. He's just going to get out of the car to make sure he DOESN'T hit anything while backing up. He does this several times. It takes him 40 minutes to park during the test.

And sure he's better when he doesn't have to back up, but not by much. Taka does his "scowling in determination' thing, which makes him look like he's 10 seconds away from either having a panic attack or strangeling the steering wheel. He's crying out of sheer determination to ace the test.

The kid looks so terrified that nobody wants him on the road. And sure he didn't hit anything, but he took an hour to drive through a test that should've taken 15 minutes.

This is, in part, Takaaki's fault. He wants his son to drive safe and carefully, not fast. So when he was teaching Taka to drive, he encouraged the boy to be as meticulous as he wanted. Which means Taka is very careful, but can't do any of the maneuvers with any reasonable speed. A bit of an oversight on Takaaki's part, but he's doing his best.
