The compassionate Queen Dalné
Dalné was a human female, who served as the Monarch of Naboo around 3 BBY. Although the kings and queens of the past actually ruled, Dalné's role was mostly ceremonial, as Naboo's concerns now rested in the hands of Emperor Palpatine's governor, Moff Quarsh Panaka. (This is also symbolised by symbol of Empire behind the Queen.)
Though the queen resented this, she was unable to countermand or resist it. A sad chance appeared, when Panaka was assassinated and before another Imperial governor was appointed, she did her best to enforce measures to protect miners on Naboo's moon Onoam.
The painting shows her during that small moment of triumph. She is surrounded by relief boxes with Naboo royal crest, children of miners and a mining machine. There is also a hologram of Onoam at her feet.
Dalné also has a beautiful dress, which she wore during her first visit to the mines on the moon.
