I'm gonna say it.
Mayor Trustable should've been the final boss of Crystalized not the Overlord and Harumi. He would've been much more interesting and maybe even more of a threat because of his status.
You can't exactly attack a mayor without cause, and if the ninja did the mayor could've instilled in the public that they can't be trusted anymore. He easily marked the ninja as wanted criminals for doing something stupid, even though the ninja are always doing something stupid (not being mean) and this time they had cause (even though it could've been written better).
He could've been the one behind the vengestone operation, he had the money to do so, and he could've paid people off to keep it secret and keep his hands clean. With the vengestone, he could've slowly incorporated it into the architecture, rendering the OG ninja powerless and giving the New Ninja force more publicity as they don't "rely on powers that can be taken so easily".
HE WAS A NEW CHARACTER. THEY COULD'VE DONE SOMETHING SO INTERESTING WITH HIM INSTEAD OF HAVING HIM AS JUST THE NEW MAYOR.
Also his name. Mayor Trustable is not a trustworthy name. I heard his name and went "I don't trust him one bit."
