Get rid of USPS. There's no reason to have it. It sucks, it will always suck.
Their money is federal, and it will always be federal, so they don't give a crap about being a decent company because they don't have to be to continue getting money. We have UPS. We have Fedex. Both are capable of delivering the same things and provide the same service. Except in every case, they do it better. Because they actually depend on whether or not people want to continue using them.
The only reason we won't kill it is because oh no, we will put people out of work. Deal with it. When a service is no longer needed nor wanted, continuing it just so people have something to do, hurts the economy. It'd be ridiculous if a group of people were on an island, and John just kept gathering sticks for the fire, even though we have plenty, just because he wants something to do.
