That is a petty -offense-type shipboard punishment, where cold water is poured over the sleeves of the offender's raised arms and runs out of their trousers. Unfortunately, I have not yet found out when exactly this punishment was applied, but I assume to a light drunken or very sleepy Sailor, because firstly he is awake afterwards and certainly sobered up quickly.
