  The easiest way to make the eyes look bigger and brighter is a simple rule to remember. Light makes objects come forward and dark makes them recede. 

Using lighter colours as a base as a first step will immediately brighten the eyes. I would recommend using a shade 1 or 2 shades lighter than your skin tone. 

The second colour you use for the crease or lid should be something that compliments your eye colour. Another rule to remember, opposites attract. Think of a colour wheel, In order to brighten up your eyes, you need to use an opposite colour, or a complimentary colour found opposite of your eye colour on the colour wheel.

An example would be:

Green eyes would be most complimentary with red.

Blue eyes would be most complimentary with orange. It sounds too outlandish to wear red or orange on your eyes? Relax. A colour that has a hint of red or orange will do the trick. Try a burgundy colour with your green eyes or a Terra cotta with your blue eyes.

The second colour should be 1 or 2 steps darker than the base colour. Using this darker colour will make this part of your eye recede, accenting the base colour further to draw the eye out more.

Another way to make the eyes look bigger is to wear mascara. Mascara will open the eyes because it accentuates the lashes. Since the lashes grow away from the eyes, it draws attention up from the eyes, therefore making the eye look larger. .

Using white eye pencil to rim the eyes will instantly brighten even the most tired eyes. This is an old trick all make-up artists use. Take a soft white eye lining pencil and line the wet part above and below both lash lines, all the way across. The white will counteract a lot of the red in the eyes. Be very careful when doing this since you will be so close to the eye, go slow and be sure your pencil is very soft or a smudgy coal liner.
