Hinomoto holds up diplomatic and trade relations with other countries. While there is no particularly close bond and the kingdom typically kept to itself, both not meddling with affairs of others, and in return, not having foreign powers meddling with its own, they have no reasons to treat foreigners with much of a prejudice. There isn’t much of a trust most of the time either, though. After all, they are from outside of Hinomoto and as such, one can assume they have no reason to be loyal to the country or any of its clans, or to have its best interest in mind. They would probably be treated with wary politeness and a certain dose of distance - but definitely not as inferior simply for their country of origin.
Lack of civil rights might occur but it would hardly be caused by someone coming from abroad per se - although naturally, since they are not a citizen of Hinomoto, they would not have certain right. In that respect, think of it like of our modern world. You can travel to most other countries, you won’t be taken into slavery just for coming from abroad, and most people will treat you with distance/wariness at most, but aside for extreme cases, it’s not like you’re going to get stoned. All sorts of basic humane protections would still apply (so obviously, killing or kidnapping you etc would be illegal) - but you wouldn’t have the rights of a citizen of the country (this is just an example, but you can’t participate in elections etc).
Also keep in mind that, since the country is in the state of a civil war right now, it’s hardly much of a desired tourist destination.
