To get the full effect of this joke you really have to look at it in the manga. Oda spends six or seven full pages setting up Oars as this the awakening of some horrible monster, complete with ominous camera angles and atmospheric bats flying out of the castle, only for him to start acting exactly like Luffy. It's a brilliant gag and subversion of expectations that immediately deflates a lot of the tension that had been built up, resetting it so it can be build up again during the second half of the arc.

I like that Chopper is given opportunity to be properly angry about something specific to him. It makes his character feel that much more real
