Nami always uses very casual Japanese like all the other Strawhats, but when she’s asking Enel to take her with him on his ark, she swaps to formal Japanese to basically suck up to him/show as much respect as possible. She also refers to Enel as あなた/anata (formal/respectful ‘you’) instead of her usual あんた/anta (much more casual ‘you’).
It’s pretty obvious she’s putting on an act because she never speaks like this, even when addressing actual royalty. She even nearly forgets to end her sentence respectfully and has to hastily tag on a だめですか/dame desuka to make it less presumptuous.
