Artifact of starting as a gacha-game before the franchise started towards a more wholesome and all-ages turn. It now feels very out of place.
An important thing to note when posing them and such is the queen while a leader, fails the Turing test. While some Celliens seems to have evolved emotions and sense of self in their constant mutation, the queen conglomeration has not. They are like a Real Time Strategy Game AI rather than a person.Â
In the final confrontation the attempts at diplomacy fail as the Queen is little more than a chatbot.
Their quirky minion merely projects a personality on them as she herself developed a greater sense of self and became less robotic over the course of the original game.

From what I can get from this, Gen 2 Serval (Nexon) attacks Cellien Queen some time after the original game’s events because she had Original Kyururu hostage. Along with that, the cutscene shown at the beginning of Kemono Friends Pavilion’s intro happened to take place during that time. This means Pavilion’s intro takes place some time after the original game, and not too long before Gen 2 Serval become a Beast.
This was revealed in an unpublished manga by Mine Yoshizaki at Kemono Friends World a month ago. For some context here, Kyururu in Kemono Friends 2 is actually a clone made by Cellien Queen.
