That would be because Over The Top was only a limited press (I think only around 20,000 copies), meaning once the initial amount were sold, that was it - similar to the limited edition Reality album. They then released the repackaged version when Paradise came out. Which is not the case with many of their other albums (such as Evolution), which had more physical copies available - you can still find a lot of their older albums in music stores in Korea and online kpop stores too. Recently a Gold Edition of Over The Top was released with limited copies too, and I believe they were only available to buy at the NIT Shop in Seoul (or for the lucky winners of a competition). So that would be why people are selling copies of Over The Top for such a high price, as it is a rare item.
