There are several reasons that led me to this conclusion.

1. Right before Negan says “it” you can see his shadow on Ricks face. It shows him walking to Ricks left. The only people to his left were Sasha, Aaron, and Carl. Not to mention the look on ricks face goes from scared sh**less, to horrified mental shutdown.

2. Negan- “Anybody moves, if anybody says anything, cut the boys other eye out and feed it to his father. And then we’ll start.”

At first I thought that saying that line meant he was safe, but after re-watching it... I’m not so sure. When he adds “and then we’ll start”, I think that means to just add to the torture of killing Carl.

2.5. Also, when Negan says that quote,  he doesn’t look away toward Carl like you would expect,  He looks directly at the person in front of him. He doesn’t glance or gesture or indicate in ANY other direction than directly front of him. 

3. And finally... That is the shadow of Carl’s hat just before he brings Lucile down. (borrowed pic)

Negan is trying to send a message. Logically, Carl would do it best. He is the son of the leader, he is the youngest, and he has defiance written all over his face.
