The costume is based on the Hornet's appearance in his television show the previous year. Unfortunately, the show was cancelled after one season, or I imagine this set might have been a lot more popular.
All the uniform and equipment sets for Cap released in 1967 (the second year of the line) included the official Captain Action ring.

Captain Action was originally an action figure created in 1966 by the Ideal Toy Company to compete with Hasbro's G.I. Joe. DC Comics licensed the character in 1968 and published five issues, with scripts written by a young Gil Kane and Jim Shooter.
