PANEM WORLD BUILDING (from the eyes of an elite)
decided to condense the lore I've got on the Capitol hierarchy into one post for my convenience and for anyone interested. For the fun of it, this is through the eyes of the wealthy.
Note: not all families that are introduced in tbosas get listed/sorted
'The Elites'Â
An average citizen of the country typically consider the elites as one group, however, this is not the case if you were to ask a member of the 'elite'.
Groupings: Old-Guard (Major vs Minor house), Old families, Nouveau Riche

Old-GuardÂ
Families that were considered to be established since the founding of Panem or at least, contributed significantly to the founding. The number of families are dwindling these days as some have died out, while others were subsumed into other houses. 26 houses is the generally agreed upon initial number.Â
Families here are entitled to a coat-of-arms and a Latin motto.Â
They're split into Major vs Minor houses, which is more so a designation that was given due to their house's contribution during the founding.Â
Notable Major Houses:Â Crane, Snow, Ravinstill, Heavensbee, Phibbs
Notable Minor Houses:Â Highbottom, Dovecote, Price, Harrington, Sickle
oc minor families: Herz, Swann (Iphigenia's mother's family)

Old families
Although the families are not considered as a founder of Panem, they are still allowed a latin motto and a coat-of-arms.
Notable families: Cardew, Creed, Moss, Whimsiwick

Nouveau Riche
Most wealthy families who immigrated into the city from the Districts fall into this category. Others are Capitol families who've 'recently' struck it rich. Because if you ask some of the old-guard and the old families, they'll say that not even a century of wealth is enough to be considered 'old' money.Â
As they aren't allowed to have a Latin motto, some families turn to romance languages. Similarly while they may create a coat-of-arms, it won't be acknowledged by the old families, much less the old-guard.Â
Notable families: Plinth, Anderson, Rings
oc families: Phillips (Jove's family), Valletta (Reaper's grandmother)

PlebeiansÂ
Most of the city's population falls into this group and they may hold a variety of positions. Celebrities as well, even if they make good amount of money. Rare as it is, those in this caste can rise up to the Nouveau Riche.
Occasionally, those truly stuck in the old ways will refer to the plebeians as a step up from the Districts.
Notable members: Dr. Volumnia Gaul, Urban Canville, Io Jasper, Lysistrata Vickers
oc families: Beauchamp (Aelia's family)
While those in the 'elite' do work, they see their position as 'acceptable' for their standing. They will judge others from different social standings for working. This is why some turn their nose at Aelia working at her family's store after her marriage, even if they are frequent customers at Lavinium.
