“He doesn’t know what he’s talking about.” That’s the snapped answer one would get, if they asked Watcher Five directly about the ‘flagpole incident’ that Thirteen so delighted in alluding to. “It’s not my problem if he still doesn’t understand that he needed to better compensate for the possibility of a shifting updraught, or that half of the point of the exercise was to prepare for the chance that during a hazardous mission I could be taken out of the picture at any moment. But he likes to behave as though he can hold this over my head, as though he can influence and therefore threaten my reputation, as if every opportunity currently presented to him didn’t hinge directly upon my direction…”
Five would shake his head with a tight little scowl, an artfully perfected act. “I’ll have to have another word or two with him. I daresay there’s something he’s trying to gain, if he’s gone back to spouting that old story around the place. Pay it no heed.”
But Five’s memory of the incident paints a decidedly different picture.
No matter how hard he tries to smother it, rewrite the events in his own mind, he hasn’t yet managed to do away with the sick, tight feeling in his guts whenever that particular exercise is brought up.

Every Cipher has to put a great deal of trust in their Watcher, if they are to meet any measure of success. They have to trust that they don’t need the full picture, that they will be given what information is relevant and necessary, they have to trust that they will be directed toward what they need to focus on, that the parameters set for them, difficult or painful or unpalatable as they may seem, will always be with a bigger picture in mind that they need not be privy to. Always for the greater good.
And Cipher Thirteen was part of a program that necessitated an unprecedented level of trust.
Watcher Five reveled in it. He was just as delighted as his new charge to explore the new possibilities that Imperial Intelligence had to work with, just as hungry to push the limits and test the boundaries. But his excitement came with an edge; a new avenue of power, a new method of control. One couldn’t exactly call him reckless, he was far too methodical in the planning of his exercises for that. But some might consider the fact that he preferred to test Thirteen’s abilities in situ as an unnecessary risk.
Five would argue that utilizing the full extent of terrain that Kaas City and its surrounds had to offer was invaluable in regard to training purposes, and he’d argued long, hard and frequently enough, with impressive enough results to back up his words, that Keeper no longer tried to curb and redirect his enthusiasm.
He was expecting the flight to run through without a hitch, as every other one had. Thirteen had been put through every area before, after all, just not following the particular route Five had mapped out for him this time around. Five had assured him he’d calculated it down to the second, boasted that if Thirteen could maintain a steady speed he could operate his side of the exercise with his eyes shut.
Five was confident, and Thirteen trusted him.
Five was confident, and he didn’t think the comm call from a fellow Agent would impact his response time in the slightest.

Thirteen had been given the option of a running start, or to be pushed off the ledge. He’d chosen to be pushed, if for no other reason than to see the look Five got in his eye when he shoved him backward, naked, into the yawning chasm beneath them.
There was as much glory in falling as there was in flight, and Thirteen was able to experience the best of both worlds and everything in between as Five tracked his progress from his monitor and controlled his shapeshifts to best fit the situation. A man one moment, tall and lean and fit, a brilliant beast the next, impossibly huge and brimming with strength and chaotic energy. Then small and lithe, building up speed and angling his wings and body vertically to slot through a narrow pass, feeling the change come on again as he exited the crevice at the precise moment that let him kick off the rocky wall with legs that were both humanoid and reptilian, and land with precision on a scaffolding beam overlooking one of the great unfinished Sith monuments being worked on below. Wings turned back to arms, human feet found purchase on the textured metal surface, and then he launched again, ready for the agile hawkbat shape again that would let him catch a thermal and send him once more skyward.
He was ready.
Any second now.

Thirteen had trusted, trusted implicitly that Five knew what he was doing, that making such a close call was all part of the exercise. He encouraged it half the time, after all, the element of danger being something they both enjoyed to a slightly irrational degree. It was impossibly difficult to believe that his Watcher would actually allow him to become skewered on a flagpole over half a klick up, even if, in the last half second, that absolutely looked to be the case. He should have reacted sooner, but the idea that Five would knowingly let him be damaged was so unthinkable… Thirteen shouted voicelessly into the rush of wind as he tried to twist away mid-air, suddenly not knowing if the plan was for him to simply keep falling or to try and grab a hold of the pole; in that half second his body contorted, shrunk down, his holler turning into an animal screech, but he was already moving wrong and the next thing he knew was a shock of pain that nearly blacked him out on the spot, and he suddenly couldn’t move.
Reflexively, he tried to flap away, but only one wing was moving and that action blistered so much agony through his chest that he immediately gave up and hung limp, only for the pressure of sagging in place to become rapidly unbearable as well. He wrapped his good wing around the post, clung desperately for purchase with his legs and beak, and waited while stars spun in his vision.

Five stared at his tracking screen and immediately ended the call as his heart leapt into his throat.
Thirteen had stopped moving.
Why had he stopped moving? For a few furious seconds Watcher Five’s eyes, wide with unprecedented uncertainty, roved his monitoring equipment. The shift had gone through successfully, all of his Cipher’s readings demonstrated that he’d reacted properly to the implant’s signals, his heart rate was up though and his…
Five didn’t bother looking any further to try and determine remotely what might be wrong. He was in his speeder in a heartbeat, traveling at a speed that would earn a six digit fine to anyone else in any other circumstance. And he knew; he knew beyond a shadow of a doubt that he’d made an error, that he’d let his attention lapse for a few crucial seconds, that he’d cut it too fine and he’d triggered Thirteen’s change too late. He knew, when he saw his precious hawkbat wrapped around a flagpole, that it was his fault. Shame and loathing twisted his insides into churning acid, and as he set his speeder to hover his hands were shaking. Thirteen’s normally green eyes were bright, solid silver, and he thrashed and cried out and hooked his beak into Five’s hands as his Watcher attempted to pry him free. His beautiful sleek body patterned in purple and gold was wet and red, and Five realised that the pole had gone through him twice, one of his wings wrenched and twisted and stuck taut behind him.
Five realised that pulling the bat free was not an option, not if he wasn’t going to bleed out in the time it took to get him to the med labs.
It almost took too long to laser cut through the top of the flagpole as it was, and there was smoke pouring from underneath Five’s speeder when he skidded up to the landing pad outside Intelligence headquarters, bowling the taxi droid clean over the edge.
Guilt was not an emotion Five knew how to handle particularly well, and in the days that followed he was absolutely intolerable. His temper was hot, and his was just as quick with his fist as he was with the sharp edge of his tongue. He made sure that the recruit who’d commed him during the training exercise was fired, for perfectly sound and unrelated reasons. The Fixer who’d asked too many questions about what had happened found themselves stationed on Balmorra for seventeen months. The workers in the expansion district, upon whom Five had officially laid blame for the incident in his report, found themselves with pages of new documents to fill at the commencement of every day’s work outlining all of their communication relays, so that their signals wouldn’t ‘interfere’ with Intelligence work ever again. The project manager who argued about it being a waste of time had a nasty fall the following week. Keeper finally agreed to Five’s insistence that they fast-track development of a system that allowed the Ciphers to control their implants internally, and Thirteen was to be the first fitted with the new tech.
Thirteen himself was left wanting for absolutely nothing during his recovery in Five’s Citadel apartment.
And Watcher Five’s comm was set to silent. Never again was it answered during any mission in which he was overseeing Thirteen’s work… not that he had to, after long. Balmorra was getting awfully full of recruits who’d tried to contact Five at the wrong time.

Bucky dragged you down the block with your arm locked under his as you approached the club. The thundering music reached your ears long before you spotted the serpentine queue of patrons waiting to slip inside.
“Bucky, no,” you groaned.
You were not a huge fan of clubs, generally, but this club in particular was at the bottom of your list. It was flashy and gimicky, and way too expensive. Worse yet, every other night was a theme night, each one more ludicrous than the last.
“Oh yes,” he chuckled, holding your arm tighter and pushing forward. “It’s perfect. It’s too laughable to take seriously. We need to lighten up. This is our new friend-date spot.”
You sighed, ceding the point. One more night. “What’s the theme tonight?”
“Tight and bright,” he grinned, spinning you with a flourish out from your spot tucked into his side. Suddenly the vibrant outfit made perfect sense. Your brightest yoga pants fit right in with the line ahead and the light sweater Bucky had picked was already glowing violet under the club's ultraviolet haze.
“How come you’re not in dress code?,” you demanded as you came to a stop outside the door. With tequila still heavy on your tongue and buzzing in your fingertips and toes, you nearly stumbled into him.
“Don’t need to. How many times have I told you, make friends with bouncers.”
“Uh never? You said bartenders.”
“Okay fine, befriend b-people. Bouncers, bartenders…” he trailed off, trying to think of another.
“And Buckys,” you smirked, tapping his nose with the tip of your finger.
He laughed and took your hand before stepping to the door. The bouncer knew him immediately and they shared a short, loose hug and a few casual words. After a quick scolding about dress code, he let the both of you through.
It was like stepping through the wardrobe into Narnia. If only Narnia was a bad 80’s fantasy. The lights were dim and there was artificial fog rolling low on the floor. Brightly colored laser lights flashed across the room in erratic patterns. Everything was plastic and fiber optic.
Exactly how you remembered it: flash and gimmick.
The patrons wore very little, thin and short neon spandex dresses, tight denim in light washes that glowed violet under the blacklight. The staff wore even less, illuminated by the glow of the bar, or the play of light off the fog. One bartender leaned forward with a tall royal blue drink complete with swirly straw and a bright red maraschino cherry.
Another wandered past in roller skates and spandex shorts, holding a tray of jello shots. He stopped and offered one to you and Bucky. You reached for your wallet, but before you could withdraw the cash, Bucky had embraced the man and stood laughing over something shouted in his ear over the rumble of the club.
“Don’t worry about it, honey,” the man waved you off before disappearing into the crowd.
“You really do know everyone.”
He shrugged and guided you deeper into the fray where you danced and drank until you forgot every last one of the million reasons you shouldn't.
After a full night of sugary drinks in jello cups and fake syringes and plastic test tubes, the pair of you were beyond drunk. You stumbled into the cool night air, tucked under Bucky’s arm, nearly doubled over laughing. You’d danced and laughed and drank until you were dizzy and couldn’t tell which of those three was the reason.
“‘M tired, and it’s so hot. ‘M skipping my run with Steve tomorrow,” Bucky slurred as you pointed down the sidewalk in the direction of his apartment.
“Tha’s fair,” you agreed, “Think I sweat off more per ounce than I drank.”
Bucky snorted his disagreement. “We had a lott of jello shots. Jello’ssstill alcohol.”
“But I dinn’t drink it; I ate it,” you argued, stumbling into his side. “‘Cause it’s a solid.”
“Is it?” His face scrunched up in thought. It made you giggle and want to lean up on your toes and kiss his crinkled nose. “Or is it a non-newtonian fluid?”
“Nooo, ‘cause issa square.”
“Oh yeah,” he frowned.
“C’mon, engineer, you should know this!” you teased, pinching his side.
He laughed and folded over, dragging you down too with his weight across your shoulders. This was where your heart lightened, where it became so difficult to let go. The laughter came easy and the trepidation faded to a shadow with every squeeze of your shoulders, the warmth of his laughter in your ear.
“Notthat kind,” he defended. “Mechanical doesssn’t care ‘bout jello. But Tony would know!” he lit up with excitement. “Let’s call Tony!”
“Bad idea, Bucky!” You snatched the phone from his clumsy fingers and smiled softly at his pouting. “It’ss 1:30 in the morning an’ you’re gunning for an internship at his dad’s company.” You pointed at his chest with a clumsy jab. “Plus, you know I’m right.”
“You’re so smart,” Bucky mumbled, squeezing you tight to his side. He kissed the top of your head and you laughed, too drunk to be upset, too happy to realize you should know better.
You really should know better.
Surely, this was merely the high before the next crash that would break your heart all over again.
“Я тебя люблю,” he muttered against the crown of your head. (I love you.)
“Hmm?” you giggled.
“Но ты мой друг,” (But you're my friend.) he complained dropping his cheek against your hair. “Но ты больше чем просто друг.” (But you're more than just a friend.)
This was how you knew Bucky was well and truly drunk. He had a penchant for languages that astounded you. There was no foreign language requirement for an engineering degree, but Bucky had somehow managed to take on three, that you knew of. Meanwhile you and Steve struggled through French together, barely remembering simple verb conjugations while Bucky was nailing case endings in multiple alphabets. Clever bastard.
“Bucky I can’t understand you,” you chuckled as you made it to his doorstep.
“Что мне делать?” he asked, warm palms braced against your cheeks. (What should I do?)
It felt clumsy and strange but the way he was staring at you, had your brow furrowed, trying to see. Confused and drunk and entranced you shook your head slowly, trying to convey again that you couldn’t understand a word he said.
He looked down at you with big serious eyes and a deepening frown. There was a strange sadness to the turn of his lips and the softness in his eyes. As if, by shaking your head, you'd answered his question without meaning to or even knowing how.
“Но я думаю... я влюблен в тебя.” (But I think… I'm in love with you.)
You pursed your lips, watching the odd play of earnest feeling and drunken glassiness dance across his eyes. “I don’t know what you’re saying, Buck. Let’s just get you into bed.”
Upstairs, Natasha woke to the shuffle of clumsy drunken feet and the hush of giggling voices below Steve’s window.
“Everything okay?” Steve asked, seeing her shift upright and peer out the window, down onto the stoop where you and Bucky approached the apartment Bucky shared with Steve.
She sighed but didn’t lay back down, watching, listening. “Our idiots are here,” she whispered.
“They patched things up; that’s a good thing,” Steve mumbled. He winced at the light from his phone as he checked the time. “Bucky’s been a pain in the ass for weeks.”
“It’s not a good thing for her,” Natasha complained. She remained pressed to the window, listening, making sure they made it inside when she heard it. Bucky and his stupid mouth. She froze for a moment. “ ‘M gonna kill ‘em both.”
The following morning Bucky stumbled out of bed with the acidic bite of nausea on his tongue and the pulse of a hangover deep in his skull.
His first coherent thought was, Never again. Followed quickly by, How the hell did I get home?
He finally made his way downstairs, still scrubbing the water from his freshly showered hair. Steve stood across the counter from Natasha. Bucky didn’t bother to greet either on his path to the coffee pot.
“You seen Y/N?” he asked as he poured a cup. “Thought she would’ve stayed here last night.”
His eyes flicked up to his friends and he finally registered the hostility brewing icy and dark. Natasha stood resolute. Her glare beat against him like an early winter’s sleet.
“She slept on the couch, I think,” Steve explained around a mouthful of oatmeal. “Left an hour ago. Not even she can withstand the wrath of Romanoff for that long.” He grinned, clear blue eyes darting to his partner’s. She didn’t spare him so much as a glance for his playful jab.
“Ты идиот,” (You’re an idiot.) Natasha seethed quietly before taking a quick spoonful of grapefruit.
“What?” Bucky returned her glare.
“У тебя есть чувства к ней.” (You have feelings for her.)
“What are you talking about,” Bucky focused too closely on his cup.
Natasha rolled her eyes and let the spoon fall heavily onto the edge of her plate. Its loud clank rang through the apartment like a shot.
“You know exactly what I'm talking about,” she leveled at him. “She might not understand your second hand Russian but I do.”
“I don't even remember coming home so…”
She only glared. Not accepting his excuses, however true they may be. You don’t fall in love with someone over one drunken night. To her, the pertinent facts remained unchanged. He was lying and they both knew it.
She hadn’t so much as mentioned his return the night before; he did because he knew exactly what she was talking about.
“I thought you weren’t going to interfere?” Steve smirked, leaning his hip on the counter.
Her sharp gaze snapped to Steve for a moment before she finally pointed an angled hand toward Bucky in frustration. “He’s in love with her.”
Steve laughed while Bucky sighed heavily and rubbed his forehead, too hungover to parry this attack.
“Well obviously. Have you seen them together?” Steve chuckled between sips of black coffee. “They’re like an old married couple. Best friends my ass.”
“You have to tell her,” Natasha scowled at Bucky.
“I have to tell her nothing,” he sighed, leaning his head back against the wall with his eyes closed.
“But you’ll say it in a thousand ways she can’t understand? Confusing the both of you? Keeping her close enough to make you feel just good enough? You never say what’s important when it counts, do you.”
“I tried! She’s with that Quill guy!” Bucky defended. “If I tell her now I’m just the asshole who poisoned that and ruined this.” He gestured to himself, shaking his head in defeat.
“Идиот.” (Idiot.) Natasha shook her head with a deep frown while Bucky threw his hands out in frustration. “Bы оба” (Both of you.) “He broke up with her at the end of last term, Bucky!”
Even hungover as hell and stinging from the pain of this conversation, his attention snapped at her revelation.
“What?” he rasped. “Why didn’t she tell me? What happened?”
“You, Bucky.” The crease in Natasha’s brow deepening as she wondered how he could be so goddamn dense. “She wouldn’t give you up.”
NASA Is Taking a New Look at Searching for Life Beyond Earth

Since the beginning of civilization, humanity has wondered whether we are alone in the universe. As NASA has explored our solar system and beyond, it has developed increasingly sophisticated tools to address this fundamental question. Within our solar system, NASA’s missions have searched for signs of both ancient and current life, especially on Mars and soon, Jupiter’s moon Europa. Beyond our solar system, missions, such as Kepler and TESS, are revealing thousands of planets orbiting other stars.

The explosion of knowledge of planets orbiting other stars, called exoplanets, and the results of decades of research on signatures of life - what scientists call biosignatures - have encouraged NASA to address, in a scientifically rigorous way, whether humanity is alone. Beyond searching for evidence of just microbial life, NASA now is exploring ways to search for life advanced enough to create technology.
Technosignatures are signs or signals, which if observed, would allow us to infer the existence of technological life elsewhere in the universe. The best known technosignature are radio signals, but there are many others that have not been explored fully.
In April 2018, new interest arose in Congress for NASA to begin supporting the scientific search for technosignatures as part of the agency’s search for life. As part of that effort, the agency is hosting the NASA Technosignatures Workshop in Houston on Sept. 26-28, 2018, with the purpose of assessing the current state of the field, the most promising avenues of research in technosignatures and where investments could be made to advance the science. A major goal is to identify how NASA could best support this endeavor through partnerships with private and philanthropic organizations.

What are Technosignatures?
The term technosignatures has a broader meaning than the historically used “search for extraterrestrial intelligence,” or SETI, which has generally been limited to communication signals. Technosignatures like radio or laser emissions, signs of massive structures or an atmosphere full of pollutants could imply intelligence.
In recent decades, the private and philanthropic sectors have carried out this research. They have used such methods as searching for patterns in low-band radio frequencies using radio telescopes. Indeed, humanity's own radio and television broadcasts have been drifting into space for a number of years. NASA’s SETI program was ended in 1993 after Congress, operating under a budget deficit and decreased political support, cancelled funding for a high-resolution microwave survey of the skies. Since then, NASA’s efforts have been directed towards furthering our fundamental understanding of life itself, its origins and the habitability of other bodies in our solar system and galaxy.
History of the Search for Technological Life
Efforts to detect technologically advanced life predates the space age as early 20th century radio pioneers first foresaw the possibility of interplanetary communication. Theoretical work postulating the possibility of carrying signals on radio and microwave bands across vast distances in the galaxy with little interference led to first “listening” experiments in the 1960s.
Thanks to NASA’s Kepler mission’s discovery of thousands of planets beyond our solar system,including some with key similarities to Earth, it’s now possible to not just imagine the science fiction of finding life on other worlds, but to one day scientifically prove life exists beyond our solar system.
As NASA's 2015 Astrobiology Strategy states: "Complex life may evolve into cognitive systems that can employ technology in ways that may be observable. Nobody knows the probability, but we know that it is not zero.” As we consider the environments of other planets, “technosignatures” could be included in the possible interpretations of data we get from other worlds.
Debate about the probability of finding signals of advanced life varies widely. In 1961, astronomer Frank Drake created a formula estimating the number of potential intelligent civilizations in the galaxy, called the Drake equation, and calculated an answer of 10,000. Most of the variables in the equation continue to be rough estimates, subject to uncertainties. Another famous speculation on the subject called the Fermi paradox, posited by Italian physicist Enrico Fermi, asserted that if another intelligent life form was indeed out there, we would have met it by now.
NASA’s SETI work began with a 1971 proposal by biomedical researcher John Billingham at NASA’s Ames Research Center for a 1,000-dish array of 100-meter telescopes that could pick up television and radio signals from other stars. “Project Cyclops” was not funded, but in 1976, Ames established a SETI branch to continue research in this area. NASA’s Jet Propulsion Laboratory (JPL) also began SETI work.
In 1988, NASA Headquarters in Washington formally endorsed the SETI program leading to development of the High Resolution Microwave Survey. Announced on Columbus Day in 1992 - 500 years after Columbus landed in North America - this 10-year, $100 million project included a targeted search of stars led by Ames using the 300-meter radio telescope in Arecibo, Puerto Rico, and an all-sky survey led by JPL using its Deep Space Network dish. The program lasted only a year before political opposition eliminated the project and effectively ended NASA’s research efforts in SETI.
Why Start Looking at Technosignatures Now?
Fueled by the discovery that our galaxy is teeming with planets, interest in detecting signs of technologically-advanced life is again bubbling up. Kepler’s discovery in 2015 of irregular fluctuations in brightness in what came to be known as Tabby’s Star led to speculation of an alien megastructure, though scientists have since concluded that a dust cloud is the likely cause. However, Tabby’s Star has demonstrated the potential usefulness of looking for anomalies in data collected from space, as signs of technologically-advanced life may appear as aberrations from the norm.
Scientists caution that we will need more than an unexplained signal to definitively prove the existence of technological life. For example, there can be a lot of radio frequency interference from Earth-based sources.
NASA will continue assessing promising current efforts of research in technosignatures and investigating where investments could be made to advance the science. Although we have yet to find signs of extraterrestrial life, NASA is amplifying exploring the solar system and beyond to help humanity answer whether we are alone in the universe.
From studying water on Mars, probing promising “oceans worlds” such as Europa or Saturn’s moon Enceladus, to looking for biosignatures in the atmospheres of exoplanets, NASA’s science missions are working together with a goal to find unmistakable signs of life beyond Earth. And perhaps that life could indeed be more technologically advanced than our own.

A hologram is produced when a single laser beam is split into two separate beams. The first beam is bounced off the object to be photographed. Then the second beam is allowed to collide with the reflected light of the first. When this happens they create an interference pattern which is then recorded on a piece of film. To the naked eye the image on the film looks nothing at all like the object photographed, but as soon as another laser beam or bright light source is shone through the film, a three-dimensional image of the object reappears.
If a piece of holographic film is cut in half and then illuminated, each half will be found to contain the entire image. If the portions are further divided, each portion contains only a hazier version of the whole, as opposed to a smaller or fractional representation.
Because neurons are packed together so densely, the expanding waves of electricity caused by action potentials are constantly passing over one another, creating a kaleidoscopic array of interference patterns that give the brain a holographic structure. Memories are holographically distributed throughout the brain.
Our brains mathematically construct objective reality by interpreting frequencies that are ultimately projections from another dimension, a deeper order of existence that is beyond both space and time. Reality at large is a frequency domain; our brain is a lens that converts these frequencies into the objective world of appearances. Use the term frequency domain to refer to the interference patterns that compose the implicate order, which is an n-dimensional construct created out of interconnectedness, sustained by the flow of consciousness, and ultimately as plastic as the thought processes that engendered it.
A number of different potential realities exist and consciousness has a certain amount of latitude in choosing which one manifests. The holographic frequency dimension is a realm that is created by interacting thought structures. These structures or thought-forms combine to form patterns, just as interference waves form patterns on a holographic plate. There are many separate holographic futures and we choose which events are going to manifest and which are not by leaping from one hologram to another. When we act upon a premonition and appear to alter the future, what we are really doing is leaping from one hologram to another. The future is composed of crystallizing possibilities.
We are constituted by the intersection of two flows: One direct, from the above, and one indirect, from the above via the environment. We can view ourselves as interference patterns, because the inflow is a wave phenomenon, and we are where the waves meet.
The laws of physics are vortices, whirlpools of vast inertial power that are fixed within the holomovement.
At the subquantum level, the level in which the quantum potential operates, location ceases to exist. All points in space become equal to all other points in space. Physicists call this property nonlocality. Because the quantum potential permeates all of space, all particles are nonlocally connected.
All things are part of a unified web and embedded in a space that is as real and rich with process as the matter that moves through it.
The tangible reality of our everyday lives is a holographic image. Underlying it is a deeper order of existence, a vast and more primary level of reality that gives birth to all the objects and appearances of our physical world. This is called the Implicate Order.
The implicate order can just as easily be called spirit.
