In prisons like Alcatraz, it was "just another rule" for the inmates to follow.
Wardens often felt that buttoned collars were "formal" and wanted mugshots taken and meals eaten with buttoned collars.
Most inmates felt it was humiliating. All of those reasons made buttoned collars common in the 20th century.
You will also commonly see a buttoned collar immediately after intake, during court proceedings, at juvenile facilities or military brigs.
Some inmates (Hispanic gangs) do button collars as a gang symbol.
