so instead they start keeping extras on hand, leaving them in established places to try and keep people out of danger
signal has a pouch of different ones on his belt, and as the only one who patrols in the day, he can hand them out to random people as he goes about his business
old versions of batarangs that have since been retired get auctioned online for crazy prices, so Bruce takes advantage of that and holds galas where among the selection, old ineffective ones are placed and sold off for charity
