With Yamim Tovim and special occasions we have to say shehechiyanu. Why doesn't the chatan say it under the chuppah or on the day of his chatuna?

That's a good and interesting question. The meforshim on Kiddushin 2 bring it down as well. They answer that we only make a shehechiyanu over something new. When we find something that we once lost we don't make a blessing over it.
Same thing with a marriage. We're only finding the wife which was really part of us from the beginning. We 'only' found our lost other half after such a long time. So therefore we don't make a shehechiyanu.
