Mayor Graydon Smith declared the emergency under the Emergency Management and Civil Protection Act, according to a Tuesday news release just before 6 p.m.
The town says water volumes on the North Branch Muskoka River are expected to exceed levels reached in 2013, when the region saw its worst flooding in a century.

BRACEBRIDGE, Ont. -- Officials in a small town in Ontario's cottage country went door-to-door asking residents of a flood-prone neighbourhood to relocate Wednesday after the community declared a state of emergency over rising water levels.
The Town of Bracebridge, about 150 kilometres north of Toronto, activated its emergency plan Tuesday afternoon after a number of local roads were washed out.
At a news conference Wednesday morning, Mayor Graydon Smith told residents not to assume things will improve in the coming days.
"If you are in an area that has flooded, or has flooded previously, you should be aware that this is likely to carry on -- and that it may get worse," said Smith.
He said emergency service workers would be canvassing in the Springdale Shores area, along the shores of the North Branch Muskoka River, to help people there leave their homes.
