id say teenagers would be prohibited to go near armories or any weapons since young patapons are deemed as very hyper-active and careless / rebellious.
they just kind of built that reputation up themselves due to the countless cases of children & teenagers sneaking into the armories and leaving the whole place in a mess
though, pons who are undergoing training may be allowed under the supervision of a mentor of course
in the case of animals, anypon is free to volunteer and take care of the horses and birds β there is no problems with them as their war kibas / toris have been accordingly trained & are under constant supervision by actual tori / kibapons just in case any of the younglings might want to try and pester the animals
