Well-made skirts have big pockets
I got my pocket pattern from Janet Arnold's Patterns of Fashion (the 1860s-1940s one). It's Victorian in origin and can hold (between the 2 sides) a pocket paperback (Witches Abroad), keys, a rescue inhaler, tissues, a full-size wallet, and various paperwork. Here it is inside out so you can see how it attaches - the twill tape going to the waistband keeps it from dragging the skirt out of line.
That's a full size wallet poking out for scale. The whole thing fits down in the pocket.
