I live in a country which is trying Way Too Hard to make 'sovereign internet'. It slowly progressed each year with targeted bans of specific sites (discord, youtube, and many many many others), but the recent developments have been in banning services the internet work as well. most notably, cloudflare, but it's definitely not the only one.
long story short, sites that are banned do not work, but also A Lot of other internet sites, without any targeted bans, Also do not work. for example, the site wants to check if you're a bot or not and they use cloudflare external resources, and the cloudflare traffic is banned so you don't get the check and cannot get to the site.
tldr a lot of modern internet does not work because of stray blocking.

somehow, against all odds, the hellsite, without any special anti-blocking functionality that is required these days. just. works. no problems with it so far at all.
I have no way to confirm this, but I can't help but draw the conclusion that hellsite code and server-base is so aboriginal, so isolated, that it doesn't use any modern external resources or bases or libraries. and that means it won't be affected by stray blocking unless it's targeted specifically. (at least I hope so)
