That’s what he says, yes. But this is actually how he describes her when he first sees her:
“My eyes locked for half a second with a pair of large, chocolate-brown human eyes set in a pale, heart-shaped face.” (Midnight Sun, p. 5)

“Bella shook out her long, thick mahogany hair in my direction” (Midnight Sun, p. 14)

These descriptions don’t read as bored. They don’t even read as indifferent. If Edward were truly unimpressed, then he would have just described her as a pale girl with brown eyes and hair. Nor does Edward give such flattering descriptions to anyone he is sincerely not interested in.
These read as descriptions of a potential love interest. Which Bella does become.
