I'm still not over the fact that, apparently, Gallifrey just doesn't change its Presidential codes between Presidents. Four is President, immediately fucks off, returns years later acting all erratically and allows an invasion so that he can thwart it, fucks off again and is eventually deposed, and then when he returns as Five and Borusa is the actual President, he gets through a locked door using codes he knows from being President
