The cluster was meant to emerge before, when Steven was just three, so the Crystal gems had to face it alone, and when Peridot arrived, she found Steven, being just a baby.
The diamonds were contacted, and both Blue and Yellow went on Earth, and found both Greg and Steven, while the Crystal Gems were taking care of the cluster, and Greg, having basically no idea of what was happening, got separated from Steven and took to the zoo.
In this AU, White Diamond was the most attached to Pink, and she knows much about both her and sometimes she even listened to her rambling about humans, and she, when she went into Steven's mind, understood that he wasnt pink diamond, but a blabbering underveloped human with too.many necessities, but still had the diamond gem.
So she put Steven into the care of selected Gems such as the Embers, that are basically the only Gems meant to know things about humans as they were created as nurses for the zoo's humans, in fact, they are the youngest gems.
A pearl that was programmed especially for his human necessities.
So Steven was raised by the gems on Homeworld, he considers family the Diamonds and his Pearl.
The diamonds, other than White, are trying to understand Pink's actions.
In the mean while, the Crystal Gems believe Greg and Steven are dead, Greg thinks Steven is Dead, Steven knows nothing about what a dad is.
Yay.
But one day, Steven, on his palanquin, goes on Earth, as he learns more about the previous pink diamond, he is taught that he is a creation of Pink Diamond, but he doesnt have the concept of son.
