18F is a US federal government agency created in the wake of the HealthCare.gov fiasco to act as technical consultants to other government agencies. They communicate in the open via public Slack channels and publish both code and policies via GitHub.

Working in the open after the fact can be hard, like anything we try to retrofit. Instead of "cleaning up" your code so it's suitable or safe for open source, _start_ by working in the open! Whadda concept?!?

Maybe Gen Z (post-milennials) aren't _more_ technically savvy because they are "digitally native": tablet tappers don't understand the fundamentals of computer operation. Giving root-access laptops to middle- and high-school students and providing a volunteer-based peer mentoring leads to more exploration and understanding.
