She is unsure if it's the fact that the girl sounds distraught to her when she says that or maybe the fact that, at such a young age, she seems to be losing some kind of hope... It reminds Maggie of herself and the days in which she started to lose hope in what it meant to be a Supe.

And she doesn't want anyone to go through that – not if she can help it. So, with a soft attempt at a smile, she places a hand on the girl's shoulder.

Harvey  recoils  .  He  wanted  kids  with  his  wife  for  some  time  now  .  Gilda  couldn’t.  That’s  okay  they’d  find  other  ways  .  —  It  didn’t  stop  him  from  trying  to  shoo  this  kid  off  at  every  turn!  What’s  her  deal  ?!  Where  are  her  parents  ?  He's  inquired  so  many  times  .  She  STILL  ends  up  right  in  his  path  .  It  just  isn't  safe  in  Gotham  for  children  anymore  even  more  so  if  the  child  in  question  lacks  basic  self-preservation  and  common  sense  !

            SHE   DIDN’T   HAVE   TIME.   THAT’S   WHAT   THEY   ALL   SAID.   IT   was   a   bit   disappointing   to   see   the   shift   on   their   faces   when   he   came   up   to   them   in   his   friendly   manner.   Whatever.   He   had   different   approaches   he   could   try.   It   was   clear   she   doesn’t   remember   or   lost   the   ability   to   have   that   child-like   magic.   It   made   him   sad,   and   it   was   visibly   seen   as   a   frown   fitted   the   corner   of   his   lips.   So   tragic.
