I can't confirm the source, but this seems absolutely right to me. A classic bureaucratic move: "they want numbers - we'll give 'em numbers" sort of thing.
Qaligula's view of leadership basically comes from The Apprentice: you're fired. And he has apparatchiks who will fire people for him. And as a stochastic terrorist, he can inspire random groups to engage in political violence, as we have seen in Minnesota and on January 6th. He has and will continue to do enormous damage. But at least some people still believe in duty, honor, and country.
