How do you think siege and post AOA loki would confess their love?
I don't think Siege Loki would be too open with his emotions, especially about love. Of course, he would say he loves his partner, but it would sound more like a reminder than an actual confession. However, he makes up for it with actions and gifts, so his partner won't become insecure and question his intentions. They're special to him.
But if we're talking about serious love confessions, Loki would say these important words in his last moments before he's dying and leaving his partner with a broken heart. Later, as the magpie, Loki might tell about that to Kid Loki as one of his biggest regrets, not being here more for his partner.
For post AOA Loki, love confession is one of the first things he will say to his partner once he returns to them from ego-death. Loki is still Loki and he loved, loves and will love them. It's kinda simple, but meaningful: his hand taking theirs and pressing a kiss as Loki talks about his love for them and keeping eye contact. But once the situation with King Loki is solved, Loki will stay with his partner for a few days straight, talking their ear off about everything and practically clinging to their hip.
How do you think Loki would react if his partner saw him in a moment of weakness?

I like to imagine his moment of weakness is his moment of honesty. At this point, Loki and his partner must be very close for him to lower his walls and be finally be honest. So he talks about everything: about what happened, about what he did, about who(what) he is. He's sorry for all the lies he ever told to them and the pain he brought. As Loki is talking, he's keeping his eyes on the floor, doesn't have enough bravery to look at them and face their anger or worse. But when Loki is done with talking, he raises his eyes, waiting for a reaction.
But to his surprise, Loki is met with arms wrapping around him to comfort and not strike. He doesn't notice how his own arms wrapping around them and fingers digging into clothes. His body goes almost lumped in their embrace once Loki understands that he won't be pushed away. And maybe he will finally sleep with an easier mind tonight.
