Hawkeyes whole thing is that he never misses his shots right, so when he’s mind controlled by Loki and he shoots Fury. I think Loki spent so much of his life striving to be worthy in Odin’s eyes, (and the measure of worthiness to possess Mjolnir comes from Odin’s idea of what it means to be ‘worthy’), that if he wielded Mjolnir, it feels a little like it would be cementing his past doubts and insecurities and be like a ‘see, if only you were better, became what I wanted you to be and tried harder for our approval before’, y’know?
Loki doesn’t need to strive for anyone’s approval anymore. He holds something infinitely more important than Mjolnir and he did that on his own. Loki wasn’t striving for worthiness when he chose to save the branches, he just wanted to make sure his friends and the multiverse was safe.
(Which is also a good narrative parallel to Thor in Thor 1 where he sacrificed himself to save the people in New Mexico/Earth, his friends and then he became worthy again… But I digress—)
