I've only seen one of the playtest books,but does the full version of CFA include a template/guide for a GM to create their own playsets and costumes? That'd probably help groups extend playability a lot.
I’m not 100% sure what you mean by a “template” for Costumes. Do you mean like a blank Costume Card graphic that folks can use to create their own cards in Photoshop or such? If so, you don’t need to buy the game for that - we’ve got one right here.
(If you’re trying to make the appearance of your homebrew Costumes match the official cards exactly, the Costume name is white 13pt Debussy; the number is white 12pt Debussy; the Quirks are white 8pt Liberation Serif bold; and the main body text is black 8pt Liberation Serif with a 9pt line height. The box around the illustration has a 0.05″ corner radius and a background of RGB 232 224 223, or #E8E0DF in hex.)
As for Playsets, it doesn’t really make sense for there to be any sort of standard template for those - each one operates totally differently. Writing a Playset is analogous to writing an adventure for Dungeons & Dragons; what needs to go into it depends entirely on what you’re doing with it.
That said, Playsets aren’t the only way to play - in fact, they’re a bit of a special case. The default mode of play involves rolling up NPCs, locations and events from random tables and letting the players make up their own Shenanigans (quests) based on what they encounter. The Core Rulebook includes several sets of tables for various milieux, and there’s a forthcoming supplement with more. A random encounter milieu looks like this:

There aren’t any explicit instructions for building these, but it should be easy to figure out what needs to go into one from this example.
