Because he saw no humanity in them because of how they treated the lowest people in society. When Plato called man a featherless biped, Diogenese brought in a plucked chicken and was like "BEHOLD! A MAN!" Not just as some great diss at Plato, but as a commentary on how his belief of man is the humanity in how we treat others. Therefore he thought the people that ridiculed him, a beggar on the street, were animals because they treated him with no humanity.
And don't even GET ME STARTED on his commentary on the rich.
