The Zamboanga City Electric Cooperative (Zamcelco) attributes incidence of voltage fluctuation to a problem in the system of the National Grid Corporation of the Philippines (NGCP). NGCP is the transmitter of power to the city and it controls the mechansim. Zamcelco GM Edgardo Ancheta explains, our own system will bog down if they fail to implement NGCP’s instructions. Fluctuation, he adds, is caused by the delivery of low voltage by NGCP. Instead of delivering #69kv power, NGCP delivers only #64kv or lower, thus causing a trip-off in sub-stations. But the problem, Ancheta, however, described is “#transient,” for it only happens in certain instances. And he reported that last Monday, Zamcelco issued an advisory informing consumers of voltage fluctuations eight minutes apart from each other starting 1:20pm.
