Rafael prioritized that, despite always being shown as driven, passionate, almost ruthless in an attempt to get predators convicted. We see, on several occasions, how hard he is on his colleagues/friends when preparing them for trial, simply because he wants to see the bad guys locked up

And Rafael still apologizes for asking Nick to testify and tells him he doesn't have to do this, despite knowing his father might get away like this, and he did so because he KNOWS, he absolutely knows what Nick feels like, because he tells him, "I know what it's like to have to face down your old man. Mine's dead 15 years, and my hand still curls into a fist whenever I think of him", a clear indication that he is no stranger to the situation Nick is in.
