It doesn't surprise me that I start with a scene-setter before dialogue, honestly - I tend to gravitate towards those anyway, since I prefer to ground my stories (even one-shots I have no plan on expanding) in the specific context.
The two exceptions in this list are #3 and #5 - After the Garden starts with an epigraph, and the entire first scene of Apex is written to sound like a transcription of a recording (with formatting and everything).
