i don't want to say that scott doesn't take the rogues of other hero galleries seriously-- but i do think there is an element of whimsical dismissal to a lot of rogues that are less-than cosmic level. he does take them seriously, he does! but he does not use anywhere near to what he is capable of with them. unfortunately, comics where mister miracle cameos or guest-stars often only show his escape artist shtick and don't really show just how ... well, powerful he is. it also comes from the fact they don't really put him with other cosmic characters--like green lantern--very often!! despite him being closer, if not equal, in power to someone with a lantern ring as opposed to someone like batman.

but it is ultimately very important to remember that not only was scott raised on apokolips under the same conditions--and much, much worse--as most of the dogs of apokolips, but also he has fought in the war between new genesis and apokolips in more than one case. he is more than capable of taking on world ending threats, the comics just unfortunately don't put him in those scenarios that often!! that being said, it is fun to put scott in situations with less powerful threats because he won't often take the view of i need to take this person down; and is more curious on why they would be doing the things they are. it is unironically true that he is much more likely to just strike a conversation while dodging everything that's thrown at him to get to know them before he decides what he should actually do.
