Hey, you can't blame us for not knowing the details of how a submarine is piloted! It's a tube and it spins! Spinny tube! >:(

They are control cylinders and they rotate.

Outer two do the main turbines, inner two do the launch jets.

You rotate them to power on the turbines, which then means you can throttle up and the impellers can go brrrrrr and little submarine go zooooom.
