Reeve sees wounded Tseng through Cait Sith and sends in the second Cait Sith to get him out of there, and contacts Veld to transport Tseng to a hospital in Junon. 

Really nice and caring considering he’s already multitasking to the max, controlling two Cait Siths, solving the Black Materia puzzle and presumably still being at work as himself busy with his overworked and underfunded department. 

However, what he doesn’t do, is contact the other Turks or Rufus and let them know what’s going on. It actually seems like he’s deliberately keeping them out of the loop and lets them think that Tseng died along with collapse of the Temple of Ancients.

From just the original game where you don’t see any of that, you can kind of infer that Tseng is dead, as  Elena is at the Icicle Inn catching up with Cloud’s team for revenge and then Tseng is never mentioned again by any Turks.

So it’s possible that the Doylist explanation here is just Nojima trying to explain why the Turks think that Tseng is dead when he actually isn’t. 

But the thing is, the game is ambiguous enough and Elena’s phrasing is rather vague, so even from just that you can’t be sure if they consider Tseng dead or they know that he’s recovering and out of action for some time. 

So if Nojima wrote it this way (with Reeve calling Veld and keeping it from the Turks) just to explain Elena's revenge punch, then it’s really stupid as that didn’t need any explaining anyways, and it would be so much better if he just called the Turks instead.

However, we don’t even know if that doylist explanation is true or not, and since we have what we have, I’d rather want a watsonian explanation. 

So did Reeve just get the taste of betrayal after years of keeping quiet in the meetings and now can’t stop betraying everyone he can, first Cloud and co by giving away the keystone, and then the Turks by taking away Tseng from them? 

Or does he feel that strong a grudge for Shinra that he’s just spitefully taking away from Shinra anything that he can, including Tseng? 

Or does he think it’s safer to be away from Shinra and to him this genuinely feels like he’s saving Tseng? We saw him take part in seemingly dubious things like kidnapping Marlene to blackmail Cloud’s team into letting Cait Sith stay with the team. But we later learn that poor kidnapped Marlene is actually living with Elmyra safely in a house in Kalm, and he personally visits them (and he’s the one who went to see Elmyra to personally tell her about Aerith too). So Marlene and Elmyra are actually in a safer place than the undercity of Midgar, and Reeve is only presenting this as kidnapping to blackmail Cloud’s team. (I was extremely disappointed that this was taken out of Remake-series, this is a really interesting part of Reeve’s personality!)

So is this in Reeve’s mind something similar?

Or did he really not think about it and only called Veld because they're friends?? (How is it so easy for him to contact Veld, who's currently in hiding?)

Well, anyways, I really love that it was Reeve who saved Tseng there, who saw him and couldn’t leave him there and made sure to organise a way to get him to safety. 

I also hate that he didn’t tell the Turks about it, letting them think that Tseng is dead.

But I also find it really interesting at the same time. Reeve is not so much a double-agent, as his own agent.

"…I know this must come as a shock," Reeve says gently, peeking around the small mountain of paperwork.

Crimson eyes narrow.

"…and normally I wouldn't even think to bring this up, given your situation."

The sharp tip of a golden gauntlet gouges into the arm of the wooden chair, little curls of wood falling to the floor.

Reeve gulps. "But…with the WRO just finding it's footing, we could use all the gil we could get."

"Shinra and the Turks had officially declared me dead," Vincent all but growls.

"Yes, but-"

"And with good reason, I might add. Because I did die."

"Yes, I know. I'm not arguing that. Unfortunately for your case, here you are. Very much not dead. So-"

"And how exactly do you expect me to pay thirty years of back taxes, Reeve?!" the gunslinger demands, left eye all but blazing in his ire. "You were technically there for all of the Sephiroth incident. Saving the world does not exactly pay much, and anything I had…before…is long gone."

Reeve isn't sure he's ever heard Vincent say so much all at the same time. "I…understand that, yes. Which is why I already have a plan worked out for you. Every job that you work for the WRO will have a portion taken out that will go toward-"

Vincent stands up, pressing his hands to the desk, looming over the other man. "Reeve. I understand that you need money. I have none. Nor do I have need for much for myself anyway, as I no longer require food. I had planned on staying around, atoning for my sins by helping, rather than hiding. But I swear to you, if you continue trying to force this ludicrous issue, I will leave, and you will never hear from me again in your lifetime."

Reeve, pale and beginning to sweat, gulps and forces a nervous smile. "No, no, that won't be necessary. Forget…forget I even mentioned it, I'll burn the papers."

Vincent relaxes. "Smart man. Get in contact when you have a job for me."
