Reeve just wanted to say something ridiculous to get away from Scarlet and Heidegger. Not knowing that Rufus would take him seriously, and he'd accidentally get the spying job.

Reeve heard rumors of a flower girl not realizing she's the ancient that Shinra was looking for and had to get some flowers for his mom, since she likes them so much.
