This scene pretty much explains Fuurouta’s attachment to Kikko IMO.

He’s been the never aging and undying ghost for more than a few decades. It’s not completely impossible that there are others but it seems that ghosts like him are rare. Even for old man Daishi, Fuurouta’s the first ghost he has ever seen and they know very little about them.

When he’s not playing tricks or “getting lucky” winning ice cream, he spends his time playing with children as it is “his job as a ghost to be friends with kids” - but even though he doesn’t say it outright, as we can see on his flashbacks, it’s a pretty lonely existence being the only thing constant in an ever-changing world.
