10th) Government functions NOT SPELLED OUT IN THE CONSTITUTION are to be the function of state and local governments, and then ONLY with the consent of the governed. The People are the ultimate Authority in these United States.

The above is the Bill of rights properly understood. I hope you understand them. There is a reason that the second follows the first, and there is a reason that the tenth follows the ninth. These are the handle upon which you are to take Authority from a corrupt government should your government grow out of hand.
