You will want to dye the skirt after you’ve pleated it, since it will make the amount of fabric you have to deal with more manageable to hold and dunk to achieve the gradient. Unfortunately, that means you’ll have to find a balance or technique on how to dye the skirt without disturbing or unsetting the pleats you’ve made.
