I suppose it’s going by the logic in which, like, Pokémon can choose whether they’d like to be captured or not, except that sentience is taken further because of the approach a certain emotion detecting doggy has to the world. Pokémon seem to prefer nonbinding relationships with humans, though, and are able to make their own small societies assuming they’re not impeding upon another. They can also communicate amongst themselves, sooo
