Inkling first met Barnacles at a simple fair, and then Barnacles met Tweak at a engineering conference when Inkling and him were trying to get the whole octonauts idea up and running
Inkling didnt invite shellington to the octonauts for a very long time mostly since then he didnt have exactly a good relationship with Shellingtons parents (they blamed him for Shellingtons sea urchin allergy) and he was worried bringing him to the octopod always far away from home would make things worse
Dashi had met Barnacles in a random meeting, she was working under a different unit, 'NOVIUS' but Barnacles managed to convince her to join the octonauts
Peso and Kwazii were at the very bottom of the list of files and applications, both being the worst in their respected classes but Barnacles still accepted them despite overly qualified people applying turned out to be the best decision of his life
