I think what people are missing about shipping is that a ship is not a statement on which characters would have the most objectively healthy and fulfilling and moral relationship.
I ship Katniss and with Johanna and Madge as a love triangle, with Madge having a "Good Luck Babe" complex about Katniss because she had a brief stint with Peeta. Is that healthy for anyone involved? Absolutely not. But is it entertaining to think about? Fuck yes and that's why I do it.

Johanna and Maysilee are perfect for each other. They mirror each other in determination and hatred for the Capitol, but they show it in different ways. Johanna screams into the sky at the Capitol, taunting them about the revolution, while Maysilee uses their propaganda against them, and behaves in a way that forces them to comfront the ways she's just like them.
And both of them do not hesitate to insult people. They're both triumphantly bitchy and it's perfect.
