It's referring to the Mourning Cloak. It's frequently known for its teleporting shenanigans, and disappearing for a whole combat if you roll the same number on all 3 dice for the teleport.

But it has a lot of other quirks. It's trait that gives it a bonus to agility is called Biotic Components, loosely implying that it has actual biological muscles that let it move like a person.

Also, in the description of FADE Cloak, it's mentioned that pilots must make regular deposits of genetic material as part of the licensing agreement. This is done, allegedly, because the effects of the Cloak on a biological form are still not fully known. We know it slowly turns you into a ghost almost, frequently becoming intangible even outside the mech (this happened to a House of Glass company I think). But some people have theorised that the genetic material is used to improve the Biotic Components of the Mourning Cloak, basically putting Ghost DNA in it to let it teleport/FADE better.

So yeah, meat mech. Mostly fannon, but there's enough there to interpret. Also, any mech can be a meat mech, with enough flavouring on the part of the player. Join the biomech horde.
