Like, he's like Mothman in a way. Sightings of him, and everyone knows he's there, but it's more like this ominous presence than the dark knight in shining armor. You see glimpses, but never anything more. You see the Batmobile, but it never stays long. The silhouette follows you, but you can never quite get a good look. But you know he's always there. Is he? Maybe? The paranoia is terrible. Everyone knows he's this guardian angel in Gotham, but no one actually wants to have an interaction with him lest he is more Lucifer than he is Michael.

Is he even a man? Gotham has seen enough to make it plausible, but what would a cryptid being be doing protecting just one city? What is his end goal? Does he have an end goal?
