Uhhhh, not torturing/killing someone would be a way of saying he likes them enough not to want them gone but at the same time... it can also mean they’re just not interesting enough. As for actually ‘I love you’, hm...
If we consider the ship I have with a Rhaast, then it’s likely that extreme jealousy and possessiveness - more so than before - are a factor in that. Maybe if he actually calls you by your name more than ‘my dear’ or ‘darling’ OR if he comes up with another ‘nickname’ just for then that would be a step in the right direction.
But... actual love isn’t something anyone is gonna get from him... probably ever. It would be more along the lines of abusive ‘love’ and even then calling it love is a stretch.
