Cece/Charlotte knows everything about the liars including Hannaâs issues with her dad.
She found out that Hannaâs dad decided to pay for Kateâs college instead of Hannaâs.
Also she noticed that when the liars escaped the dollhouse Hannaâs dad didnât come see her once.
Mr.D never came to visit Cece/Charlotte in Radley, didnât accept her as transgender, and was the reason she got sent to Radley in the first place.
So when she realized she loved the liars, she paid for Hannaâs college since her dad wouldnât since they both have issues with their fathers
She also told Toby the truth about what happened to his mother when no one else would because she knew how much it hurt him.
Charlotteâs mother was the only one who loved her and knowing that Toby thought Marion killed herself and chose to leave him killed her inside.
She gave Toby the one answer that haunted him for years, because she knew how much she loved Toby and how much her death haunted him. She knows how much a bond with a mother could mean to someone and in turn she couldnât let Tobyâs memory of his mom be tarnished.

No, because when CeCe was dating Jason, she was scared for him to "introduce" her to Kenneth, because she thought he would recognize her. But you could tell that he didn't. He had no idea, Jessica told him that Charles died, and when that happened Charlotte came into existence and Mr. D. had no clue about it.
